The Brazilian federal court has made a significant decision to halt progress on a project to pave a dirt highway connecting Manaus to populous regions, citing concerns about its potential contribution to climate change. The court suspended a key environmental permit after the Climate Observatory raised alarms about the project leading to mass deforestation of pristine rainforest areas.

Deforestation in the Amazon is a major source of Brazil’s carbon emissions, with most of it occurring along roads where access is easier and land value is higher. The license for the highway project was issued in 2022 during the administration of former President Jair Bolsonaro, known for his controversial environmental policies. Federal Judge Maria Elisa Andrade sided with the plaintiff, stating that the license ignored critical analyses by Brazil’s environmental agency, Ibama, regarding the lack of a governance plan to prevent rampant deforestation in the region.

The decision to suspend the permit is a significant setback for the project, as the preliminary license is crucial for its ultimate approval. The federal government, now under President Luiz Inácio Lula da Silva, will have to reassess the environmental impact of the highway on deforestation, Indigenous peoples, and climate.

BR-319, the highway in question, is the only route connecting Manaus to other urban centers in Brazil. Half of its length is currently unpaved and becomes impassable during the rainy season, acting as a deterrent to forest clear-cutters. However, the prospect of paving the road has led to a surge in deforestation in recent years.

Brazil is one of the world’s largest emitters of greenhouse gases, with nearly half of its emissions stemming from the destruction of trees in the Amazon rainforest. The country’s deforestation rates reached a 15-year high during Bolsonaro’s presidency, drawing international criticism and concerns about the impact on global climate change.

The court’s decision to halt the highway project underscores the growing recognition of the link between infrastructure development, deforestation, and climate change. It represents a significant step towards more sustainable and environmentally conscious policies in Brazil.
